The Houthi armed group and the Yemeni armed forces’ Sixth Regional Command appear to have committed violations of the laws of war during fighting in Yemen’s capital, Sanaa, from September 17-21, 2014. The government should investigate alleged violations by both sides and appropriately punish those responsible. The fighting included two attacks on a hospital near the Sixth Regional Command headquarters and an attack by an unidentified force on another hospital. Hospitals are specially protected from attack under the laws of war and forces should avoid deploying near them.

Barrel Bombs Hit Residential Areas. Iraqi government forces battling armed groups in the western province of Anbar since January 2014 have repeatedly struck Fallujah General Hospital with mortar shells and other munitions, Human Rights Watch said today. The recurring strikes on the main hospital, including with direct fire weapons, strongly suggest that Iraqi forces have targeted it, which would constitute a serious violation of the laws of war.

The Erdoğan government’s use of force in a clampdown on protesters over the weekend has precipitated a deepening human rights and political crisis in Turkey. Human Rights Watch documented a huge wave of arbitrary detentions and police attacks on people who were on hospital premises, as well as on a hospital itself and on makeshift health clinics. With the trade union confederations declaring a strike on June 17, 2013, there were signs of further clampdown on demonstrations in the evening.
